Capt. Millsap readies for challenges ahead lcox

The commander of the Springfield Police Departments Criminal Investigations Division, Captain David Millsap, pictured, is now a graduate of the Senior Management Institute for Police (SMIP).

With classes held at Boston University, the program is conducted by the Police Executive Research Forum and provides senior police executives with intensive training in the latest management concepts and practices to prepare for the most challenging issues facing law enforcement executives today.

During the demanding three-week course, SMIP brings together a faculty from top universities, successful law enforcement chief executives and subject matter experts from the private sector.

With 32 years of criminal justice experience, Capt. Millsap is a great asset to our department and the people of Springfield, said Springfield Police Chief Paul Williams. I would like to congratulate him on completing this rigorous program and showing his commitment to policing in our community.

SMIPs curriculum addresses the issues that demand the attention of todays forward-thinking law enforcement leaders. The profession is changing more rapidly than ever before. Among many items, new technologies and privacy issues represent new and difficult challenges for police that did not exist years ago.

Prior to joining the Springfield Police Department, Millsap served as a deputy juvenile officer in 26th Circuit Court and as a reserve deputy sheriff in Laclede County. He has served on the Board of Directors of the American College of Forensic Examiners Registered Investigators and is currently the president of the Missouri State Investigators Association. Millsap is also an adjunct instructor at Drury University. He has bachelors degrees in criminal justice administration and broadcasting and film from Central Missouri State University. Additionally, he earned a masters degree in criminal justice administration from Tiffin University and is a graduate of Northwestern University Police Staff and Command College.
